NEW YORK Senator Charles Schumer says new credit cards that don't have to be swiped in reading machines put consumers at increased risk of identity theft.

An 18-year-old arrested for identity theft was held at the Durham County Jail on a $40,000 secured bond Saturday, according to warrants. Terrance Wayne Proctor, of 3835 Horton Road, allegedly used another man's name, warrants stated.
